Why don't you share photos of inside and environment where the box located? What time was it? Are they inside now after dark? With those informations, those senior beekeepers can give you more constructive advice for you.

When a lots of bees are out like this, it is quite common a piece of honeycomb fallen inside of the box. Or it is simply too hot, if it gets direct sun. Or if it was observed in a morning, and if you see several male bees, it could be a sign they might have a new queen was born.

Long story short, more information, more advice.

A.Bさん, good for you. If it happens repeatedly, it leaves bees vulnerable against hornets so it is better to take actions, e.g. add an extra box to expand the inside size.
